Maharashtra Approves ‘My House, My Right’ Policy 2025 To Boost Affordable Housing And Redevelopment

July 29, 2025: The Maharashtra government has formally approved the Maharashtra Housing Policy 2025, titled My House, My Right, which aims to provide affordable and adequate housing for all citizens. A Government Resolution (GR) issued by the Housing Department on July 23 has taken the policy a step closer to implementation.

One of the policy’s key highlights is the creation of a land bank dedicated to residential use by 2026. This initiative will be coordinated with various departments, including Revenue, Forest, Water Resources, MSRDC, and Industries, to streamline housing development across the state.

The policy targets the generation of 35 lakh affordable housing units by 2030 and anticipates Rs 70,000 crore in investment during implementation. A major focus is the revival of stalled real estate and slum redevelopment projects, particularly through a cluster redevelopment approach for improved efficiency and scale.

To make retirement housing more accessible, the government has introduced a flat stamp duty rate of Rs 1,000 for senior living homes, replacing the previous rate of 5–7% of property value. “This is expected to make retirement housing more accessible and attract greater private sector participation in the segment,” the policy notes.

The policy also supports the self-redevelopment of old buildings. The state has allocated Rs 2,000 crore for this purpose and will set up a dedicated cell to assist cooperative housing societies with planning, funding, developer selection, and execution. According to CREDAI-MCHI, over 25,000 buildings in the Mumbai Metropolitan Region are eligible for redevelopment, valued at over Rs 30,000 crore.

Additionally, a comprehensive housing demand survey will be conducted across all districts to understand post-COVID housing needs. This survey is expected to be completed by 2026 and will guide district-wise planning and implementation of affordable housing projects under the new policy framework.
