Government Proposes Relocation Of High-Frequency Towers To Ease Building Restrictions

August 13, 2025: The state government has written to the Airports Authority of India (AAI) proposing to relocate the transmission towers from Dahisar to Gorai at no cost to the authority. This marks the fourth such communication from the government to the Centre, urging a swift resolution to the long-pending issue.

The high-frequency communication equipment, installed by the AAI on its own land in Juhu, Andheri West, and Dahisar, has been subject to building height restrictions since a civic aviation notification was issued in December 2020. These restrictions have significantly impacted redevelopment projects, including slum rehabilitation, by limiting building heights and thereby affecting their commercial viability.

In the letter, Aseem Gupta, Additional Chief Secretary of the state’s Urban Development Department, states that the Brihanmumbai Municipal Corporation (BMC) will bear the costs involved in shifting the high-frequency receiving stations from Dahisar to an alternate site at Gorai. The BMC will also undertake development of the new site, including constructing boundary walls and related infrastructure.

The government has offered approximately 20 acres of land at Gorai to the AAI free of charge for the relocation. The letter highlights that the land between the tall antenna masts, which will remain open to the sky, could be utilised for afforestation. Meanwhile, ownership of the existing Dahisar site will remain with the AAI, which is expected to convert it into a green area such as a garden or park accessible to the public.

At Gorai, the state government noted that AAI’s height restrictions would continue to apply, and existing No Objection Certificates (NOCs) for ongoing constructions in the area would need reconciliation to ensure safe air operations across the city.
