August 20, 2025: Every year, Mumbai struggles with severe flooding during the monsoon, raising questions over why crores spent on drainage projects have not provided lasting relief. Experts point out that the challenge lies not only in funds but also in outdated infrastructure, incomplete projects, and mounting climate pressures.
The Brihanmumbai Storm Water Disposal System (BRIMSTOWAD), launched to upgrade the city’s drainage, remains unfinished. Its delays have stalled the benefits it was meant to deliver. Compounding the problem, natural drains have been narrowed by garbage, silt, and encroachments. Illegal construction along rivers and canals continues to obstruct water flow.
Climate change is another major factor. According to the IMD, rainfall intensity has increased in recent years, while rising sea levels and high tides often prevent water from draining into the sea. This traps rainwater on roads, heightening the annual flood risk.
Urban planning issues also play a role. Construction on floodplains, weak zoning rules, and fragmented responsibility across multiple agencies have blocked natural drainage paths and slowed solutions.
While investments have been significant, experts say that without the timely completion of projects, stricter enforcement, and better coordination, Mumbai’s monsoon flooding is likely to persist.
