BMC Calls Developers For Slum Redevelopment Across 26 Civic-Owned Plots

September 12, 2025: The Brihanmumbai Municipal Corporation (BMC) has invited Expressions of Interest (EOI) from developers for slum rehabilitation projects across 26 civic-owned land parcels under Regulation 33(10) of the Development Control and Promotion Regulations (DCPR) 2034. The move follows a lackluster response to an earlier call for bids.

In May, the civic body had invited EOIs for 64 Slum Rehabilitation Authority (SRA) schemes covering 49,000 structures across nearly 8.4 lakh sq. m. However, officials said only 124 bids were received for 29 schemes, with single bids for eight. “BMC is the planning authority for 64 SRA schemes, of which 17 were kept in abeyance, while EOIs were invited for 47 schemes in May. The civic body received a total of 124 bids for 29 schemes, including single bids for eight schemes. Of these, 93 responsive bids — from 25 companies — were shortlisted for 21 SRA schemes. Fresh bids have now been called for the other 26 schemes,” said a senior civic official.

Under the plan, developers can build saleable units over and above the rehabilitation portion, selling them in the open market to recover costs and generate profit. They will also be responsible for conducting slum surveys, preparing redevelopment plans, securing approvals, constructing both rehab and sale components, and managing post-occupancy maintenance.

Only firms with proven experience in slum or housing rehabilitation that meet technical and financial eligibility will be considered. EOI documents will be available on the BMC website from September 15, with submissions due by September 30. Technical scrutiny will conclude by October 15, followed by the opening of financial bids on October 16.

Developers shortlisted in the earlier round included firms such as Saroj Landmark Realty LLP, Transcon Developers Pvt Ltd, Sheth Nine Splendor LLP, Sugee Developers Pvt Ltd, JP Infra (Mumbai) Pvt Ltd, and Chandak Realtors Pvt Ltd, among others.
