November 18, 2025: The Brihanmumbai Municipal Corporation (BMC) has floated a Rs 9.64-crore tender to construct the missing 325-metre stretch of the Mumbai Coastal Road promenade between Lotus Jetty and Baroda Palace. The move comes five months after the project received Coastal Regulatory Zone (CRZ) clearance, paving the way for work on the only incomplete section of an otherwise continuous 7.5-km waterfront walkway. Officials said the construction, which includes installing tetrapods, is expected to take around six months.
Once completed, the new stretch will create a seamless pedestrian link from Priyadarshini Park to the Worli end of the Coastal Road, eliminating the current break where walkers must detour. According to the tender document, “The existing promenade on reclaimed land begins from Priyadarshani Park and runs along the new coast continuously up to Lotus Jetty. Due to the navigation bridge at Lotus Jetty, at present, the promenade gets discontinued.” It further notes that another landscaped stretch begins at Baroda Palace and continues up to the Worli-Bandra Sea Link exit arm at J.K. Kapoor Chowk, making the missing link essential for uninterrupted connectivity.
The BMC has also proposed a police chowky near Baroda Palace at Samudra Mahal, which currently lacks access from Dr Annie Besant Road. The tender specifies that the new promenade will double as an approach road for the police post as well as for the Fire Brigade movement. “It is necessary to develop the connectivity for pedestrians from Lotus Jetty up to Baroda Palace by way of construction of a new promenade/road,” the document states.
The Rs 9.64-crore estimate excludes GST, meaning the final cost will likely exceed ₹10 crore. Officials indicated that although the tender has been floated, the issuance of the work order may be delayed if the model code of conduct for the upcoming BMC elections comes into effect in December.
