December 16, 2025: Maharashtra Chief Minister Devendra Fadnavis on Sunday outlined the state government’s expansive infrastructure and mobility agenda, highlighting a series of transport, urban development and governance initiatives underway across Mumbai and other key cities. He was replying to the concluding debate on the final day of the winter session of the state legislature.
Emphasising the government’s focus on fast-tracking development, the Chief Minister said large-scale investments were being made to transform public transport and road connectivity. Speaking about Mumbai’s Metro network, Fadnavis noted that the system currently spans 91 km and carries nearly 9.5 lakh passengers daily. Over the next two years, the network is set to expand to 132 km, followed by an additional 151 km in later phases. In total, more than 280 km will be added, taking the Metro network to 374 km—nearly four times its present size. He added that around 50 km of new Metro lines are planned to be commissioned every year. Pune and Nagpur already have operational Metro corridors of 33 km and 40 km, respectively.
The Chief Minister also listed a series of major road, tunnel and coastal infrastructure projects across the Mumbai Metropolitan Region. These include a parallel expressway to the Mumbai–Pune corridor, the Orange Gate–Marine Drive tunnel, coastal road extensions from Versova to Uttan and Virar, the Thane–Borivli and Goregaon–Mulund tunnels, the Panvel coastal road near the upcoming Navi Mumbai International Airport, an Atal Setu interchange, the Pune ring road, and several long-pending “missing link” projects.
Announcing a new inter-state connectivity initiative, Fadnavis said the proposed Jankalyan Expressway will link Mumbai and Hyderabad through a 450 km access-controlled corridor via Kalyan and Latur. Estimated at Rs 36,000 crore, the expressway is expected to reduce the Mumbai–Hyderabad distance by nearly 180 km and cut travel time between Mumbai and Latur to about 4.5 hours. The route will pass through Thane, Pune, Ahilyanagar, Beed and Latur districts.
For eastern Maharashtra, the Chief Minister announced the development of ‘Navin Nagpur’, a 1,710-hectare central business district expected to generate over five lakh jobs. He also unveiled plans for a modern air training centre in Amravati, to be developed with Air India’s support, featuring 34 trainer aircraft and 14 Piper aircraft.
