In a decisive move to improve Mumbai’s road infrastructure, the Brihanmumbai Municipal Corporation (BMC) has launched a crackdown on contractors and ready-mix concrete (RMC) suppliers delivering substandard work. BMC Commissioner and Administrator Bhushan Gagrani has affirmed a zero-tolerance policy towards negligence in road construction.
The civic authority is currently undertaking a major initiative to convert all key city roads into concrete surfaces, with the ambitious target of making them pothole-free by 31 May 2025. Strict deadlines and regular monitoring have been implemented to ensure timely and high-quality completion.
As part of this enforcement drive, a contractor responsible for work on Dinkarrao Desai Road in Aarey Colony was found guilty of delays and inferior construction, despite prior warnings. The BMC has imposed a Rs 5 lakh fine and barred the contractor from participating in any municipal tenders for the next two years.
In addition, two more contractors have been fined Rs 20 lakh each for poor workmanship. The BMC has also cancelled the registration of two RMC plants after their concrete mix failed crucial slump tests — quality checks that assess the water content in concrete. These plants are now prohibited from supplying concrete for any BMC projects for six months.
The slump test, a key tool in quality assurance, measures the workability and water content of concrete. Excess water compromises the mix’s strength and longevity, particularly for road surfaces. To maintain standards, the BMC has made slump testing mandatory both at the plant and at the construction site.
During unannounced inspections, Additional Municipal Commissioner (Projects) Abhijit Bangar discovered inconsistencies in slump test results between plant and site samples, prompting the punitive measures. He reiterated that no compromise on quality would be tolerated and that accountability is essential.
To further reinforce quality control, engineers have been directed to remain present on-site during all roadwork, while senior officials will carry out surprise inspections. This rigorous oversight is part of the BMC’s determined effort to deliver durable, safe, and pothole-free roads across Mumbai.
