Mumbai’s historic urban core is poised to receive a transformative civic addition as the Brihanmumbai Municipal Corporation (BMC) officially unveils plans to redevelop its longstanding sports complex into the Town Hall Gymkhana (THG). Located opposite the iconic BMC headquarters and the UNESCO-listed Chhatrapati Shivaji Maharaj Terminus (CSMT), the upcoming structure is envisioned not just as a building, but as a dynamic platform for civic engagement, cultural exchange, and public dialogue.
This pioneering initiative marks a significant milestone in Mumbai’s urban evolution, emphasising transparency, inclusivity, and architectural sensitivity. The THG will be a ground-plus-five-storey civic hub designed to seamlessly blend with the surrounding Victorian Gothic architectural landscape, offering a space that is both visually harmonious and functionally modern. A key highlight of the building will be a glass dome crowning the rooftop, affording visitors uninterrupted panoramic views of CSMT, the BMC headquarters, and the broader heritage precinct. The structure will also feature a rooftop café and panoramic viewing gallery, accessible via sleek capsule lifts, creating a spatial experience that connects the public with Mumbai’s historic skyline.
Developed in-house by BMC’s planning department, the architectural blueprint takes a thoughtful approach to preserving the city’s heritage while incorporating contemporary features. The building will house a modern civic hall, envisioned as a venue for exhibitions, town hall meetings, and cultural events, thus fostering stronger interaction between citizens and municipal governance. Additionally, two levels of underground parking have been included in the plan to ease surface congestion and protect the visual clarity of the heritage zone. The project, currently in its tendering phase, has been widely welcomed by urban planners and design experts as a progressive model that integrates sustainability, accessibility, and civic pride.
Simultaneously, the BMC has approved a separate project to construct a new recreational complex for municipal employees at Tulsiwadi near Mahalaxmi Racecourse. Chosen for its central location, green surroundings, and strong connectivity, this site will host a range of wellness facilities including badminton and table tennis courts, a modern gymnasium, and a swimming pool, reinforcing the city’s commitment to staff well-being and inclusive urban infrastructure. This development is particularly timely, as the existing sports complex near CSMT no longer meets the recreational needs of the growing civic workforce.
Both projects are currently undergoing tendering, with phased construction expected to begin once approvals are finalised. Together, they signal a thoughtful reimagining of Mumbai’s civic architecture—one that honours its rich heritage while embracing the principles of sustainability, community engagement, and modern design. If executed successfully, the Town Hall Gymkhana could emerge as a model for urban redevelopment across India, setting new benchmarks in how cities preserve their past while building for the future.
