Deonar Dumping Ground Cleanup: BMC Launches Rs 2,368 Crore Tender

The Brihanmumbai Municipal Corporation (BMC) has invited bids for a massive legacy waste remediation project at Mumbai’s Deonar dumping ground, with an estimated contract value exceeding ₹2,368 crore. This initiative marks one of the largest tenders issued by the civic body in recent years under its solid waste management efforts.

The scope of work includes the bioremediation of approximately 185 lakh tonnes of legacy waste, alongside the disposal of excavated, processed, and segregated material. The project also entails the reclamation of nearly 110 hectares of land at the Deonar site, which is among Mumbai’s oldest and most congested solid waste dumping grounds.

The duration of the contract is set for three years, incorporating mobilisation time and provisions for the monsoon season. Work is expected to commence from the date of issuance of the letter of acceptance or service order, whichever is earlier.

This remediation project is also closely linked to the state’s Dharavi Redevelopment Project (DRP). The Deonar site, which dates back to the pre-Independence era, is now being repurposed. Of the total 311-acre (approximately 126.30-hectare) plot, the BMC will retain only 136 acres, while the remaining area will be used for redevelopment.

In October 2023, the Maharashtra state cabinet approved the transfer of a portion of the Deonar site to Dharavi Redevelopment Project Pvt Ltd, a joint venture between the Maharashtra government and Navbharat Mega Developers Pvt Ltd — an Adani Group-led Special Purpose Vehicle (SPV).

Officials said the project is not only a crucial environmental intervention but also a key step in unlocking prime urban land for the ambitious Dharavi redevelopment — one of the largest urban renewal efforts in Asia.
