BMC Plans Redevelopment Of 64 Slums On Municipal Land

The Brihanmumbai Municipal Corporation (BMC) has invited Expressions of Interest (EOI) from developers for the redevelopment of 64 slum rehabilitation projects situated on municipal land across Mumbai, under Regulation 33(10) of the Development Control and Promotion Regulations (DCPR) 2034.

According to the public notice, the redevelopment will adhere to the norms of DCPR-2034 and relevant government policies. The slum areas identified for redevelopment include locations such as Shimpoli in Borivli, Goregaon East, Malad East, Lower Parel, Dindoshi, Wadala, Govandi, and Ghatkopar.

Developers interested in these projects will be responsible for the entire redevelopment process. This includes conducting slum surveys, preparing redevelopment plans, obtaining necessary permissions, constructing both rehabilitation and sale components, and managing post-occupancy maintenance. Only developers with prior experience in slum or housing rehabilitation, who meet the prescribed technical and financial criteria, will be eligible to participate.

The EOI was advertised in newspapers on 10 May, with the detailed document, including eligibility criteria, scope of work, and submission guidelines, made available on the BMC’s official website from 14 May 2025. A pre-bid meeting for interested developers is scheduled for 23 May, with the final date for bid submission set as 10 June. On the same day, the eligibility and technical bids will be opened, with technical scrutiny expected to conclude by 17 June, followed by the opening of financial proposals.

The BMC has stated that this initiative aims to raise public awareness, encourage qualified developer participation, and promote an inclusive redevelopment vision for Mumbai.

However, the move has faced criticism from opposition parties. MLA Rais Shaikh expressed concerns over BMC’s capacity, stating, “Although BMC has been empowered as the Chief Executive Officer of the Slum Rehabilitation Authority for these projects, it lacks the necessary experience to execute SRA schemes effectively.”
