June 18, 2025: After more than a decade of stalled progress, the Maharashtra Housing and Area Development Authority (MHADA) has officially launched the tendering process to redevelop the long-neglected PMGP colony in Poonam Nagar, Jogeshwari East. The project will be carried out on an Engineering, Procurement and Construction (EPC) basis, under the direct supervision of MHADA.
Originally built between 1990 and 1992 under the Congress-led Prime Minister’s Grant Project (PMGP), the colony has severely deteriorated over the years. Spread across 27,625 square metres, the site comprises 17 ground-plus-four-storey buildings housing 942 residential and 42 non-residential units. Currently, residents live in cramped 180-square-foot homes. Under the redevelopment plan, they will receive upgraded homes with a carpet area of 450 square feet. MHADA intends to complete the project within three and a half years.
The redevelopment was delayed due to a failed attempt by the colony’s housing societies to appoint a private builder in 2010. Over the next several years, progress remained stagnant while buildings continued to deteriorate. Frustrated residents petitioned the government to intervene. Responding to these appeals, the state government cancelled the builder’s appointment in December 2020 and directed MHADA to take charge of the project. The tripartite agreement with the former developer was officially cancelled in June 2022.
A revised proposal submitted in November 2023 suggested the involvement of a private agency, but the state chose instead to implement the project directly under Regulation 33(5) of the Development Control and Promotion Regulations.
MHADA vice-president Sanjeev Jaiswal, along with the Mumbai Housing and Area Development Board, has been instrumental in pushing the long-pending project forward. With this latest move, hundreds of families in Jogeshwari finally have renewed hope for better housing and living conditions.
