June 23, 2025: The Maharashtra government’s proposal to roll out e-bike taxi services in cities with populations above one lakh has sparked mixed reactions across the state. While the initiative is pitched as an eco-friendly, cost-effective solution to urban commuting, transport unions and experts have voiced serious reservations about its implications.
The Maharashtra Rickshaw Panchayat, representing lakhs of auto-rickshaw and taxi drivers, has strongly opposed the plan, warning it could threaten the livelihoods of nearly 20 lakh rickshaw drivers and 5 lakh taxi drivers. They argue that with metro expansion and rising private vehicle use already reducing passenger numbers, introducing e-bike taxis would further erode their earnings. Similar concerns have been echoed by auto and taxi unions in the Mumbai Metropolitan Region, who also raised questions around road safety.
Urban mobility experts have highlighted that adding more two-wheelers, even electric, to already congested streets—especially in cities like Pune—may worsen traffic and pose enforcement challenges, particularly in relation to helmet usage and safety regulations. Additionally, the lack of suitable infrastructure—such as proper roads, parking and traffic management—has been flagged as a significant barrier.
Prospective drivers from lower-income groups have also expressed concern over the affordability of electric two-wheelers, which cost around Rs 1 lakh. With the policy restricting operations to electric vehicles only, many fear being left out of the job market it aims to support.
Despite opposition, the scheme has found support among commuters, who see e-bike taxis as a cheaper, more convenient last-mile solution. Advocates also emphasise the environmental benefits and job creation potential.
In response, the government has proposed safety regulations—such as GPS tracking, speed caps, rider training, and operational restrictions—and invited public suggestions before finalising the policy. The outcome now hinges on how effectively these concerns are addressed while maintaining the promise of affordable, sustainable urban transport.
