New Self-Redevelopment Guidelines To Accelerate Mumbai Housing Projects

July 15, 2025: In a significant move aimed at reshaping Mumbai’s housing sector, Maharashtra Chief Minister Devendra Fadnavis chaired a high-level meeting at Vidhan Bhavan on Monday to review the report submitted by the ‘Cooperative Housing Societies Self-Redevelopment – Cluster Self-Redevelopment Study Committee’.

The much-anticipated report, presented by MLC Pravin Darekar, is intended to streamline and accelerate self-redevelopment projects across the state. The committee was commended for submitting its findings ahead of schedule. The report’s recommendations will now be examined by the Housing, Cooperation, and Urban Development Departments, before being presented as a Cabinet proposal. Approved suggestions will be implemented via Government Resolutions, with progress updates expected during the Winter Session of the legislature.

Since the introduction of the self-redevelopment policy in 2019, 18 out of 19 major demands have already been addressed. The Darekar Committee, formed in April 2025, has now proposed targeted and actionable solutions to address outstanding issues, such as financing options, slum rehabilitation, redevelopment of cess and non-cess buildings, as well as legal concerns regarding deemed conveyance and airport-related regulations.

The Mumbai District Cooperative Bank received praise for its ongoing support of redevelopment proposals. However, with over 1,600 cases still pending, the need for timely and structured financial support remains urgent. A proposal for funding via the National Cooperative Development Corporation (NCDC) has already been submitted to Union Home and Cooperation Minister Amit Shah.

The meeting was attended by several senior leaders and officials, including Legislative Council Chairman Prof. Ram Shinde, Assembly Speaker Adv. Rahul Narwekar, Deputy Chief Minister Eknath Shinde, BJP State President MLA Ravindra Chavan, and Ministers Mangal Prabhat Lodha, Ashish Shelar, and Babasaheb Patil.

This initiative is expected to provide momentum to housing development and enable thousands of Mumbai residents to access modern, secure homes through self-redevelopment.
