Self-Redevelopment Gets A Boost With Proposal For 10% Additional Carpet Area For Housing Societies

July 15, 2025: In a significant step to encourage self-redevelopment of housing societies in Maharashtra, a government-appointed committee has proposed granting a 10% additional carpet area to residents undertaking such projects. The move aims to incentivise residents to independently redevelop their buildings without involving private builders, allowing them to retain control and enjoy the full benefits of the project.

The committee, headed by BJP MLC Pravin Darekar, submitted its report to Chief Minister Devendra Fadnavis on Monday at a function held at Vidhan Bhavan. The recommendations will be reviewed by the housing, cooperatives, and urban development departments before being presented to the state cabinet for approval.

Fadnavis expressed optimism about the proposal, stating that it would accelerate delayed housing projects and help Mumbaikars realise their dream of owning larger, modern homes. The committee also suggested expanding the scope of self-redevelopment to cluster projects, allowing multiple housing societies to join forces on plots of 2,000 sq m or more, as opposed to the current 4,000 sq m requirement under traditional cluster redevelopment norms.

The report recommends a minimum flat size of 376.73 sq ft for residential occupants and equivalent area for non-residential users. Slum dwellers would be entitled to 300 sq ft units. The scheme is proposed to cover a wide range of properties, including those on private plots, MHADA land, cessed and non-cessed buildings, BPT, and BARC land, as well as slums.

To fund such projects, the committee advised enabling district cooperative banks to mortgage land and sale components with the state cooperative bank, and sought involvement from NABARD, HUDCO, and the creation of a Slum Self-Redevelopment Authority. It also recommended integrating PM Awaas Yojana and introducing special provisions under DCPR-2034 for Metro Line 3-affected structures.
