August 9, 2025: The Brihanmumbai Municipal Corporation (BMC) is set to open dialysis centres at five of its peripheral hospitals under a Public-Private Partnership (PPP) arrangement, aimed at expanding access to life-saving treatment for kidney patients. The centres will operate for an initial 10-year term, with the possibility of two extensions of 10 years each, potentially enabling operations for up to three decades.
These facilities will be located at Krantijyoti Savitribai Phule Hospital in Borivali (East), Harilal Bhagwati Municipal Hospital in Borivali (West), M.T. Agrawal Municipal Hospital in Mulund (West), Dr Babasaheb Ambedkar Hospital in Kandivali (West), and Seth V.C. Gandhi and M.A. Vora Municipal Hospital in Rajawadi, Ghatkopar (East).
Under the arrangement, contractors will be responsible for establishing and running the centres in line with the Civic Health Collaboration Model. The BMC will provide the premises at a nominal annual rent—for example, 74.322 sq. m at the Borivali (East) facility for Rs 85,523 a year, and 211.21 sq. m at the Mulund (West) hospital for Rs 2.03 lakh annually. The bidder offering the highest concession fee will be awarded the contract, with the first year’s fee payable in advance within a month of the Letter of Acceptance.
Currently, many patients requiring regular dialysis rely on overburdened state-run hospitals such as Sion and KEM, or opt for private centres closer to home. Once the peripheral units are operational, patients will have greater access to affordable treatment locally, reducing both travel time and congestion at major hospitals.
Patients enrolled under government schemes such as the Mahatma Jyotiba Phule Jan Arogya Yojana (MJPJAY) and Ayushman Bharat will be charged according to scheme rates. Uninsured BMC patients will pay a subsidised rate of Rs 500 per session, ensuring essential treatment remains within reach for the city’s most vulnerable residents.
