Borivali’s Gorai May Face Building Restrictions After Aviation Facility Move

September 5, 2025: Mumbai’s Gorai locality in Borivali could soon be subjected to building height restrictions, following the Maharashtra government’s decision to shift the high-frequency (HF) receiving station from Dahisar to Gorai. The facility, crucial for flight communication, is being relocated as redevelopment schemes in Dahisar have stalled owing to existing aviation-related curbs.

In a letter dated 8 August 2025, Aseem Gupta, Additional Chief Secretary of the Maharashtra Urban Development Department, confirmed that during discussions with the Union Civil Aviation Minister and the Commerce and Industry Minister, it was resolved that the Brihanmumbai Municipal Corporation (BMC) would fund the relocation and provide infrastructure support at the new Gorai site.

As per the communication, around 20 acres in Gorai will be handed over free of cost to the Airports Authority of India (AAI) for the establishment of the receiving station. The letter further clarifies that once the Dahisar facility is shifted, AAI will retain ownership of the original land but must develop it into a public garden or park, ensuring open access for residents.

Importantly, Gupta’s letter acknowledges that AAI height restrictions will come into effect in Gorai after the relocation. This could impact both proposed and ongoing projects. No-objection certificates (NOCs) already granted may require review to ensure compliance with safe airspace operations.

HF receiving stations are vital for managing aircraft signals across the Mumbai airspace. At present, radars are installed on 58 acres in Dahisar, land that has long constrained vertical growth in the locality. With the shift to Gorai, the same regulatory limitations could soon extend to Borivali’s rapidly developing real estate sector, raising fresh concerns among developers and homebuyers.
