Dharavi Redevelopment Project Releases Second Draft Annexure-II, 65% Residents Eligible For Housing

September 6, 2025: The Dharavi Redevelopment Project (DRP) has released its second Draft Annexure-II, offering encouraging news for residents of Sardar Vallabhbhai Patel Nagar. Of the 507 residential structures surveyed, 332 around 65% have been found eligible for housing benefits under the scheme.

In total, the draft covers 546 structures, including 39 public utilities. Excluding these, the effective residential count stands at 507. According to the list, 201 families qualify for in-situ rehabilitation within Dharavi, while 131 will be resettled in Navbharat townships outside Dharavi.

Only 35 households have so far been deemed ineligible due to missing documentation. However, they may still present their case before the Competent Authority prior to the final publication of Annexure-II. Even thereafter, appeals can be made through the four-tier grievance redressal mechanism established under the DRP and the state government’s independent redressal system, the project authorities clarified.

Verification of 179 additional structures — including 36 public toilets, two religious sites and one amenity facility — is still underway with agencies such as the Municipal Corporation of Greater Mumbai (MCGM) and BEST. The list will be updated once these checks are completed.

Under the tender conditions, all residential, commercial and industrial structures built before January 1, 2000 are entitled to in-situ rehabilitation, with residential tenement holders receiving 350 sq ft homes — 17 % larger than what other slum rehabilitation schemes in Mumbai offer. Commercial and mixed-use units will receive 225 sq ft free, with extra space available at government rates.

For structures built between 2000 and 2011, eligible residents will receive 300 sq ft homes outside Dharavi at subsidised costs, while post-2011 units qualify under a hire-purchase scheme. The DRP described the draft as a milestone towards securing dignified housing for Dharavi’s residents.
