Maharashtra Clears Redevelopment Of Worli Dairy Land For New Mumbai Business Hub

October 4, 2025: The Maharashtra government has approved the redevelopment of the 15.8-acre Worli Dairy plot, paving the way for a major new financial and business district in Mumbai. The land, formerly under the dairy development department, has remained largely unused for several years.

A recent government resolution has appointed the Mumbai Metropolitan Region Development Authority (MMRDA) as the special planning authority for the site. The designated land, including survey number 866/5 and adjacent parcels, will be handed over to MMRDA without cost or legal hurdles. The agency will now draft a detailed master plan, release it for public consultation, and finalise the project design.

Officials expect the redevelopment to provide a significant revenue source to support key infrastructure projects across the region. MMRDA has been under pressure to raise funds for initiatives such as the Mumbai Metro corridors, the Trans-Harbour Link, major flyovers, and critical road networks. Alongside its land holdings in Wadala, the Worli parcel is being positioned as a high-value income generator for the authority.

With the Bandra-Kurla Complex (BKC) having reached near capacity, Worli is being developed as the next major commercial centre in south-central Mumbai. Plans include office towers, residential complexes, and recreational spaces, creating a mixed-use district that will strengthen the city’s economic and transport networks while increasing real estate supply in the area.

As the special planning authority, MMRDA will oversee all aspects of the project, including planning, development permissions, and land sales. The first step is preparing a comprehensive master plan that will lay the foundation for Mumbai’s upcoming business hub and help shape the city’s evolving skyline.
