October 6, 2025: After a four-month break during the monsoon, the Brihanmumbai Municipal Corporation (BMC) is set to resume road concretisation work across Mumbai. The civic body’s initial priority will be completing 574 roads that remain partially concreted before commencing work on 776 others yet to be taken up.
According to officials, the BMC aims to carry out the work in a phased and considerate manner to minimise disruption to residents. Roads narrower than 12 metres may not be concreted immediately, while those affected by encroachments will be deferred until the obstructions are cleared. However, if local residents strongly demand it, the civic body may still proceed with the work. In the interim, roads excluded from the concretisation plan will be maintained using mastic asphalt to ensure surface quality.
The citywide road concretisation project, launched in January 2023, has already crossed the halfway mark. Phase 1, covering 700 roads, is 63.53% complete, while Phase 2, spanning 1,421 roads, has achieved 36.84% progress. Of the total 2,121 roads identified, 771 have been fully concreted, 574 remain partially done, and 776 are yet to be started. A majority of the partially completed stretches—around 360—are located in the western suburbs, while most pending roads in the island city are awaiting fresh contracts after an earlier one was cancelled.
The BMC’s revised guidelines now allow a more flexible approach, assessing each road based on its width, traffic density and local needs. For narrower stretches with good base quality, ultra-thin white topping (UTWT) will be applied—a method where a thin concrete layer is laid directly without excavation.
The corporation has also taken into account residents’ feedback, particularly from areas such as Mount Mary and the A Ward, where locals opposed concreting on already well-maintained roads. Balancing infrastructure upgrades with public convenience, the BMC aims to deliver more durable roads while reducing future maintenance demands.
