October 7, 2025: The Brihanmumbai Municipal Corporation (BMC) has extended by two weeks the deadline for submission of Expressions of Interest (EOIs) from qualified developers for the redevelopment of 26 slum rehabilitation schemes situated on civic-owned lands. The new deadline for bid submissions is now October 27.
A majority of these land parcels fall within the M/East ward, covering areas such as Deonar, Mankhurd and Govandi. According to civic officials, the tepid response from developers is largely due to the dense encroachments in these areas, which make redevelopment complex and financially less attractive.
The proposed projects, governed under DCPR-2034 Regulation 33(10), involve the redevelopment of approximately 8.37 lakh square metres, encompassing nearly 49,000 slum structures spread across 64 reserved municipal plots across Mumbai and its suburbs. Of these, 26 parcels failed to attract sufficient interest, with eight receiving only a single bid, prompting the civic body to issue a fresh EOI last month.
“Many of these under-subscribed plots are located in areas like Govandi and Mankhurd, which predominantly house low-income communities. Developers are hesitant due to challenges such as extensive encroachments and the complexities of resettlement,” a civic official said.
In contrast, several previously tendered redevelopment schemes received a robust response — 29 projects drew around 100 bids, mainly for plots located in Borivali, Andheri, Worli and Mulund. Under these projects, contractors will be responsible for conducting surveys, obtaining necessary approvals, executing construction, and maintaining tenements post-development.
Targeted redevelopment clusters include Shimpoli, Goregaon East, Malad East, Lower Parel, Dindoshi, Wadala, Govandi and Ghatkopar, as the BMC continues efforts to accelerate slum rehabilitation across the city.
