BMC To Redevelop Deonar Abattoir With Rs 1,230-Crore Upgrade Under PPP Model

October 16, 2025: In a major push towards modernisation, the Brihanmumbai Municipal Corporation (BMC) has announced a Rs 1,230-crore redevelopment plan for Mumbai’s Deonar abattoir. The project aims to transform the facility into a state-of-the-art, hygienic complex meeting global standards of food safety and public health.

The civic body has floated a Rs 980-crore tender for the turnkey development of common infrastructure facilities, along with four separate Requests for Proposals (RFPs) worth ₹250 crore for species-specific abattoirs — including sheep/goat, poultry, buffalo, and pig units — to be executed under a Public-Private Partnership (PPP) model.

The common infrastructure will include essential support systems such as buffalo, goat, and sheep lairage areas, an administrative building, a skill development centre, a food court, and advanced waste management systems like bio-methanisation and effluent treatment plants. These facilities are expected to enhance operational efficiency and hygiene while ensuring compliance with environmental norms.

Under the PPP model, private partners will construct and operate the species-specific abattoirs, which will have capacities to process 1,100 buffaloes, 10,000 goats/sheep, 500 pigs, and 40,000 poultry birds per day. The modern facility will feature humane slaughtering technologies, including automated electrical stunners, group stunning pens, and CO₂ stunning systems that render animals unconscious without physical restraint.

Implemented on a Build, Operate, and Transfer (BOT) basis, the concession period for the project will span 20 years. The PPP partners will bear the entire capital expenditure, operate the facilities, and provide slaughtering services at BMC-approved rates, sharing a portion of their revenue with the civic body.

Once completed, the modernised Deonar abattoir will not only meet Mumbai’s meat demand but also support exports and value-added product markets across the Mumbai Metropolitan Region (MMR).
