MSRDC Plans To Monetise Land Parcels To Fund Rs 1.7 Lakh Crore Infrastructure Projects

October 16, 2025: The Maharashtra State Road Development Corporation (MSRDC), led by Eknath Shinde, has announced plans to monetise its land assets to finance upcoming infrastructure projects. Sources indicate the corporation is considering leasing land for 99 years, jointly developing some parcels, or selling others outright. “We are planning to monetise the land parcels,” confirmed Anilkumar Gaikwad, Vice-Chairman and Managing Director of MSRDC. “The mode will be decided based on the recommendations of our consultants, whom we are in the process of appointing. This is being done to support future projects.”

MSRDC serves as the special planning authority for several strategic regions, including 19 growth centres along the Mumbai-Goa Expressway, 18 nodes along the Samruddhi Mahamarg, and proposed developments along the Shaktipeeth Highway, among others. The corporation currently has six major priority projects requiring an estimated Rs 1.70 lakh crore, including the 802-km Nagpur-Goa Shaktipeeth Expressway (Rs 86,358.90 crore), 126-km Virar-Alibaug Multimodal Corridor (Rs 55,000 crore), and 191-km Nagpur-Chandrapur Expressway (Rs 21,702 crore).

To guide the monetisation process, MSRDC has floated tenders to appoint consultants for a comprehensive macro-level study of all land parcels. A senior MSRDC official said, “The study will serve as the foundational phase for identifying, evaluating, and prioritising all land parcels and development opportunities that fall within MSRDC’s purview. Our objective is to establish a prioritisation matrix aligned with MSRDC’s development vision, strategic objectives, and investment priorities.”

The consultants will assess existing and proposed planning proposals, review land-use plans, and evaluate project locations considering geography, connectivity, surrounding infrastructure, ecological buffers, and urban linkages. This structured approach aims to ensure optimal utilisation of MSRDC land assets while supporting the timely completion of critical infrastructure projects across Maharashtra.
