CM Devendra Fadnavis: Mumbai’s Transport To Be Fully Integrated By 2029; 59-Minute City Travel On The Horizon

October 18, 2025: Maharashtra Chief Minister Devendra Fadnavis announced that Mumbai’s transport infrastructure will be fully integrated by 2029, enabling residents to travel across the city within 59 minutes. Speaking at a real estate conclave, Fadnavis credited the state’s war room for facilitating coordination among agencies, accelerating the execution of major infrastructure projects.

Highlighting the progress of projects like the Atal Setu and the Navi Mumbai International Airport, he said the government’s next focus would be on the development of Navi Mumbai — envisioned as “the third Mumbai.” He urged developers to invest in the region, which will host 60% of the state’s data centres and an upcoming Edutech City. “In the Edutech City, only 12 universities among the top 50 globally will be allowed. We expect nearly one lakh students to study here,” he said.

Fadnavis emphasized the need for vertical growth in Mumbai, adding that modern technology has addressed concerns related to fire safety in high-rises. He announced that a geo-spatial monitoring tool will soon be implemented across municipal corporations to track illegal constructions in real time via satellite integration.

Blaming the city’s traffic congestion on a 60-year-old backlog, he detailed ongoing projects such as the coastal road to Vadhavan Port, the Virar-Alibaug circular road, the Worli-Sewri connector, and new parallel routes to the Western Express Highway.

Criticizing certain activists for obstructing development, Fadnavis remarked, “Some take money and stop projects in India; I will call them urban naxals.” He cited delays in Metro Line III and environmental concerns around the Mumbai Trans-Harbour Link as misplaced. On Navi Mumbai’s lakes, he assured, “The days of closing water bodies and building on them are over.”
