October 21, 2025: Maharashtra is embarking on a historic urban expansion with the development of Third Mumbai near the upcoming Navi Mumbai International Airport and Fourth Mumbai near Vadhavan Port in Palghar district. These ambitious city projects are poised to redefine Mumbai’s metropolitan landscape, ease the burden on the financial capital, and drive the state’s next economic boom.
Planned across 323.44 sq. km within the Navi Mumbai Airport Influence Notified Area (NAINA), Third Mumbai will include 124 villages interconnected by the Mumbai Trans Harbour Link (Atal Setu) and Mumbai–Pune Expressway. Chief Minister Devendra Fadnavis has described it as “India’s next-gen city.” The project envisions dedicated zones like Edu-City with ten international universities, Medicine City for advanced healthcare, Sports City for global events, and Innovation Hubs promoting startups and research.
To the north, Fourth Mumbai will emerge around the Vadhavan Port, a Rs 76,220 crore megaproject expected to be three times the size of JNPT. Developed under a public-private partnership by Vadhavan Port Project Ltd (VPPL), it will feature an integrated smart city supported by a proposed Greenfield airport, an extended bullet train corridor, and coastal road links. Designed as India’s answer to Rotterdam and Singapore, Fourth Mumbai will establish Maharashtra as a global maritime hub.
Beyond these urban hubs, the state’s Vision 2029–2047 roadmap focuses on balanced industrial growth. Chhatrapati Sambhajinagar is emerging as an EV manufacturing center, Gadchiroli is set to attract ₹1 lakh crore in steel investments, while Nagpur, Nashik, and Dhule are evolving into IT and manufacturing hubs.
With a strong focus on AI integration, smart governance, and cybersecurity, Maharashtra aims to build the cities of the future—sustainable, tech-driven, and globally competitive. Together, Third and Fourth Mumbai symbolize a new chapter in India’s urban evolution and Maharashtra’s journey toward inclusive growth.
