October 22, 2025: The Maharashtra State Road Development Corporation (MSRDC) is set to expand the Mumbai–Pune Expressway into a 10-lane superhighway by 2030, marking one of India’s most ambitious expressway upgrades, according to a report by The Free Press Journal.
“The upcoming project is an upgrade from the current eight-lane expressway. The 10-lane proposal will incur an additional cost of Rs 1,420 crore, bringing the total construction cost to Rs 8,440 crore. Now the overall project cost is estimated at Rs 14,260 crore,” an MSRDC official was quoted as saying.
The project proposal will be submitted after Diwali for funding and execution under the Hybrid Annuity Model (HAM). “If the work starts by 2026, the expansion project may be completed by 2029–30. The agency is likely to be appointed by March 2026 or may start in the next fiscal,” the official added.
Under the HAM structure, the government will bear 40 per cent of the project cost while private partners will fund the remaining 60 per cent. “PPP model balances public sector expertise with private sector efficiency and is used mostly for large-scale infrastructure projects,” the official noted.
Commissioned in 2002, the 94.6 km expressway connects Kalamboli in Navi Mumbai to Kiwale near Pune, carrying around 65,000 vehicles on weekdays and over one lakh on weekends. The expansion will complement the ongoing 13 km missing link project in the Khandala Ghat section.
With limited land acquisition required, officials believe the widening will ease congestion, especially during peak and festive travel seasons. Toll collection rights, valid until 2045, may be extended to ensure the financial viability of the project.
