Maharashtra Meets Only 25% Of Slum Rehab Target In Three Years, Raising Concerns Over 2030 Housing Goal

November 10, 2025: With less than two months left in the 2022–25 plan period, the Maharashtra government has completed just 25% of its target to construct 1.5 lakh slum rehabilitation tenements. According to the Slum Rehabilitation Authority (SRA), only 37,560 tenements were completed and granted occupation certificates by September. Officials warn that at the current pace, the larger goal of building over 5 lakh homes by 2030 may not be achieved.

In 2022, the government had identified 517 stalled slum redevelopment projects. Of these, 45 projects received financial backing, with new builders appointed in 21 cases, while decisions on the rest are pending. Another 228 projects, expected to generate around 1.57 lakh tenements, were distributed among government agencies for redevelopment. The MMRDA, assigned 24 slum clusters, has begun work at Ghatkopar’s Ramabai Nagar. The BMC, responsible for 77 slums, floated tenders for 64 but had to reissue 26 due to poor response.

SRA has also begun prioritising slums that obstruct infrastructure projects. At Magathane-Borivli, 327 dwellings affected by the Thane-Borivli underground tunnel project were relocated, and 343 tenements were handed to the MMRDA. For the Bombay High Court complex, 136 families were resettled. BMC has estimated a need for 50,000 project-affected tenements, while the government foresees another 1.5 lakh for various infrastructure projects across the Mumbai Metropolitan Region (MMR), which contributes $1.5 trillion to India’s economy.

Shweta Tambe, director of the Habitat and Livelihood Welfare Association, said, “The government is never going to achieve this figure. The only way they can genuinely improve the quality of life is by slum upgradation, making provisions for civic amenities.” Architect and activist Nitin Killawala added, “Prima facie, the reason appears to be of cost constraints, which proves partnering with private entities is not a workable solution.”

So far, 8.38 lakh hutments have been numbered and 5.81 lakh surveyed biometrically out of an estimated 13.79 lakh slum tenements.
