BMC’s First Housing Lottery Draws Lukewarm Response With 2,037 Applications For 426 Flats; Process To Continue As Planned

November 18, 2025: The Brihanmumbai Municipal Corporation’s (BMC) maiden housing lottery has witnessed a surprisingly low turnout, with only 2,037 applications submitted for 426 affordable homes spread across multiple city locations. Despite the underwhelming response, officials confirmed that the lottery process will proceed as originally scheduled.

According to the civic body, the final list of eligible applicants will be published on Tuesday at 5 p.m., followed by the lottery draw on November 20 at 5 p.m. The list of successful and waitlisted applicants will be announced on November 21 at 5 p.m.

This marks the first time the BMC is independently conducting a housing lottery, a process previously handled solely by the Maharashtra Housing and Area Development Authority (MHADA). The civic body received these flats under Regulation 15 of the Development Control and Promotion Regulations (DCPR) 2034, which requires developers of plots larger than 4,000 sq m to hand over a portion of built-up area for affordable housing. Additional homes were sourced under Regulation 33(20)(b), which promotes private-sector participation in affordable housing development.

While the BMC expected higher participation, the application numbers varied sharply across locations. Marol emerged as the most sought-after site, attracting 937 applications for only 14 flats. Kandivali followed with 393 applications for 46 units, and Goregaon received 189 applications for 19 flats. In contrast, other locations witnessed far fewer applicants than the available inventory.

The flats, priced between Rs 55 lakh and Rs 1 crore, span areas such as Kandivali, Bhandup, Byculla, Kanjurmarg, Jogeshwari, and Goregaon. Of the total 426 units, 381 are reserved for the Economically Weaker Sections (EWS) and 45 for Low-Income Group (LIG) households, with carpet areas ranging from 269 sq ft to 489 sq ft.

Despite the muted response, the BMC remains committed to completing the lottery as planned, marking a significant step in its efforts to streamline and decentralise affordable housing allocation in Mumbai.
