November 19, 2025: Maharashtra Deputy Chief Minister Eknath Shinde announced on Tuesday (18 November) that all flyovers across Mumbai will undergo extensive repair and resurfacing work, with the project expected to be completed by February next year, according to a Hindustan Times report. Shinde, who also heads the Maharashtra Urban Development Department, emphasised that the repair work must be closely monitored by a specialised quality-control team that the government will soon constitute.
The directives were issued during a high-level review meeting convened to address the worsening condition of Mumbai’s flyovers. Senior officials from key state departments and civic bodies were present as Shinde underscored the urgency of improving road infrastructure and ensuring commuter safety.
Responsibility for Mumbai’s flyovers is divided among multiple agencies. The Maharashtra State Road Development Corporation (MSRDC) oversees five flyovers, while 19 are maintained by MEPL, a private concessionaire. In addition, the Brihanmumbai Municipal Corporation (BMC) manages 42 flyovers, all of which will be included in the resurfacing programme.
Shinde further said that the Mumbai Trans Harbour Link — Atal Setu — will also be resurfaced wherever necessary to maintain riding quality. Officials noted that Shinde has repeatedly expressed dissatisfaction with the condition of several structures, particularly the Lalbaug flyover, which he flagged for its poor surface quality.
He recently directed party workers to identify pothole-ridden roads and bridges and ensure that repairs are carried out promptly. The issue has also been a point of political contention, with the opposition Shiv Sena (UBT) frequently accusing the state government of neglecting road maintenance.
Tuesday’s meeting was attended by MSRDC Managing Director Anil Kumar Gaikwad, BMC Commissioner Bhushan Gagrani, and MMRDA Commissioner Sanjay Mukherjee, who reviewed timelines and responsibilities as the city prepares for a coordinated overhaul of its flyover network.
