State Clears MHADA Cluster Redevelopment Policy; Individual Owners’ Consent No Longer Needed

November 19, 2025: The state cabinet on Tuesday approved a new policy enabling integrated and cluster redevelopment of Maharashtra Housing and Area Development Authority (MHADA) colonies spread across 20 acres or more in Mumbai and its suburbs. In a major shift, the government has ruled that individual flat owners’ consent will not be required “since the policy provides the highest possible rehabilitation Floor Space Index (FSI)”. Instead, developers selected through the tendering process will only need a consent resolution from the respective housing societies.

According to the official press note, the new policy is expected to significantly boost the stock of affordable housing in Mumbai and surrounding areas. The government claims the redevelopment model will “provide modern basic infrastructure and amenities, including well-equipped residential units, elevators, spacious parking areas, parks, community halls, playgrounds, gyms, swimming pools and CCTV facilities”. It further states that upgraded water supply systems, sewage networks, electricity connections, roads, and other civic infrastructure will be environmentally friendly. Residents are also promised larger homes compared to their current units.

MHADA’s Mumbai Board has, over several decades, built 56 colonies comprising Middle Income Group (MIG) and Low Income Group (LIG) housing. These are now divided into nearly 5,000 cooperative housing societies. Many buildings have deteriorated with age, and several have been declared unsafe. In response, MHADA has designed this integrated redevelopment policy to address widespread structural issues. The overall plan includes township-style development with green spaces, schools, healthcare facilities and commercial zones. MHADA will serve as the planning authority for all 114 redevelopment projects that fall under the Mumbai Board’s jurisdiction.

However, the withdrawal of individual consent has invited criticism. Reacting to the decision, Mumbai Pradesh Congress Committee spokesperson Sachin Sawant said, “This decision will muzzle the voice of those who own flats in MHADA colonies.”
