Cluster Model To Fast-Track Malvani Slum Redevelopment; Roadmap Set For 14,000 Homes

December 16, 2025: The Maharashtra government has moved decisively to accelerate slum redevelopment in Mumbai’s Malvani area, with Chief Minister Devendra Fadnavis directing that the Cluster Development Model be implemented across the entire locality. The objective is to transform Malvani into a completely slum-free zone within a shorter timeframe through coordinated and large-scale redevelopment.

At a high-level review meeting, the Chief Minister emphasised the urgent completion of surveys in key pockets such as Ambujwadi, Dadasaheb Gaikwad Nagar and Rajiv Gandhi Nagar. He instructed that all remaining slum surveys in the Malvani region be wrapped up at the earliest to enable faster planning and execution.

Under the proposed approach, MHADA and the Slum Rehabilitation Authority (SRA) will conduct surveys within their respective jurisdictions. Once completed, a consolidated joint report will be submitted to all concerned agencies. Areas facing legal or procedural challenges will be dealt with separately, while zones that are development-ready will be taken up on priority to ensure momentum is not lost.

According to the state government, adopting the cluster model will allow for integrated planning, better infrastructure provisioning and faster rehabilitation of eligible residents. The Malvani redevelopment has been identified as one of Mumbai’s significant slum renewal projects, with the government placing strong emphasis on its timely completion. The initiative is expected to provide secure housing to thousands of families while also improving civic amenities and overall urban quality in the western suburbs.

Senior officials attended the review, including Minister of State for Housing Dr. Pankaj Bhoyar, MLA Aslam Shaikh, Additional Chief Secretary (Housing) Asim Kumar Gupta, Housing and Area Development Board Chief Officer Milind Borikar, and SRA CEO Dr. Mahendra Kalyankar. Municipal Commissioner Bhushan Gagrani participated via video conference, while MHADA Vice Chairman and CEO Sanjeev Jaiswal presented the project details.

The Malvani area spans 641 acres, comprising state government, MHADA, municipal and private land. Of this, nearly 566 acres are slum-occupied, with around 75 acres of open land. An estimated 14,000 slum structures currently exist, all of which are targeted for rehabilitation under the redevelopment plan, raising expectations of safer homes and improved living standards for residents.
