MHADA To Consider Group Redevelopment Of 388 Reconstructed Buildings; State Decision Expected Soon

December 16, 2025: The Maharashtra Housing and Area Development Authority (MHADA) is set to explore the group redevelopment of 388 reconstructed buildings under its Mumbai Building Repair and Reconstruction Board, following growing concerns over the deteriorating condition of these structures. The matter was recently discussed during the winter session in Nagpur, highlighting the urgent need for redevelopment to ensure residents’ safety.

Due to the dilapidated state of these buildings, residents have been demanding immediate action. The option of group redevelopment is being considered to streamline the process, while single buildings that cannot be redeveloped individually may be included in adjacent group redevelopment projects. A joint meeting between the residents’ association, MHADA, and the Housing Department in Mumbai is expected shortly, after which a final decision is likely to be announced.

Residents have emphasized that MHADA should oversee the developer selection process to ensure transparency and efficiency in the redevelopment of these reconstructed buildings. Vinita Rane, secretary of the Pagdi Ekta Sangh, expressed satisfaction with the government’s positive response, stating, “If the decision is made for group redevelopment, it will be a great relief for the residents.” She also reiterated that the developer selection should be implemented directly through MHADA.

The need for redevelopment arose because there was no concrete policy for these reconstructed buildings, and Development Control Regulation (DCR) 33(7) was not applicable, stalling previous efforts. Residents’ advocacy and public movements successfully led to the decision to implement redevelopment under DCR 33(24).

The Pagdi Ekta Sangh has identified potential sites for group redevelopment, including Ramjyot Buildings 1-6 at Curry Road (6,500 sq. meters), Triveni Sadan 1-2 at Curry Road (5,500 sq. meters), Mauli Sadan at Parel (4,800 sq. meters), Madhav Bhuvan at Parel (4,500 sq. meters), and Vikrant Sadan (8,500 sq. meters), among others. A survey by the Repair Board will further assess buildings suitable for group redevelopment. If implemented, this move will resolve the long-standing issue of the 388 reconstructed buildings, providing safer and modern living conditions for residents.
