December 17, 2025: Mumbai’s historic waterfront is poised for a significant transformation after the Maharashtra government approved a comprehensive development plan for the Backbay Reclamation area. The clearance unlocks long-pending reclamation works and civic infrastructure projects across several strategic land parcels, setting the stage for a major upgrade of one of South Mumbai’s most prominent coastal precincts.
The approved plan, which will take effect after a mandatory one-month statutory period, applies to reclaimed and unreclaimed plots under the metropolitan planning authority. Officials said the objective is to streamline administrative infrastructure, strengthen water-based transport, and promote tourism-driven economic activity, while easing pressure on the densely built urban core of South Mumbai.
As part of the approval, the state accepted the draft Backbay Reclamation Scheme with modifications. Key changes include widening Free Press Road to improve vehicular circulation in an area that sees heavy daily traffic as well as frequent ceremonial and official movements. Land-use adjustments have also been made, including redesignating a garden reservation into municipal utility space to meet essential service infrastructure requirements.
A major highlight of the plan is the proposed expansion of the state legislature complex. A centrally located plot has been earmarked to accommodate additional legislative facilities, along with space for police and allied public safety infrastructure. Urban planners believe clustering governance functions in a single district will improve coordination and administrative efficiency.
Water-based mobility is another core focus. The plan proposes a new water transport terminal near Mumbai’s cultural district to support ferry services and reduce dependence on road networks. A helipad is also planned nearby to enhance emergency response and official travel in a land-constrained city.
Tourism and leisure infrastructure form an important pillar of the development, with a marina planned for yachts and recreational vessels to activate the waterfront and diversify Mumbai’s tourism economy. The plan also includes a new road link connecting major arterial corridors to improve last-mile access.
Urban experts stress that careful execution, environmental safeguards, and public access will be critical to ensure the Backbay Reclamation redevelopment balances growth with coastal resilience and inclusive urban development.
