NBCC, Mumbai Port Authority Partner To Redevelop 25-Acre CGO Complex In Major Urban Push

December 26, 2025: In a significant step towards large-scale urban renewal in Mumbai, NBCC (India) Limited has signed a Memorandum of Understanding (MoU) with the Mumbai Port Authority (MbPA) for the redevelopment of the CGO Complex spread across around 25 acres near Cotton Green Depot. The project positions NBCC as a central execution partner in transforming underutilised port land into modern urban infrastructure.

NBCC, a Navratna Central Public Sector Enterprise under the Ministry of Housing and Urban Affairs, will be responsible for the entire lifecycle of the redevelopment project, from conceptualisation to commissioning. The collaboration is part of a wider effort to modernise Mumbai’s port-owned land assets and unlock their long-term economic and social value.

The MoU was signed by Adesh Titarmare, IAS, Deputy Chairperson of Mumbai Port Authority, and K.P. Mahadevaswamy, Chairman and Managing Director of NBCC, in the presence of senior officials from both organisations. Officials said the partnership reflects a shared commitment to planned redevelopment and infrastructure-led urban growth.

As part of the agreement, NBCC will undertake the redevelopment of the CGO Complex and has also received in-principle approval to execute several additional projects on MbPA land. These include the construction of an international convention centre, development of an iconic landmark building, creation of multilevel parking facilities, and maintenance of existing buildings, sheds, wharfs, storage areas and internal roads.

The redevelopment is expected to support asset monetisation while creating world-class facilities aligned with the Government of India’s vision for sustainable and inclusive urban transformation. By combining NBCC’s project management and redevelopment expertise with MbPA’s strategic land assets, the partnership aims to set new benchmarks in urban infrastructure development.

NBCC has played a key role in delivering large government-led redevelopment and infrastructure projects across the country, while the Mumbai Port Authority continues to focus on optimising port land use to drive economic growth and sustainable city development. Together, the two entities aim to reshape this key pocket of south-central Mumbai into a modern urban destination.
