January 24, 2026: The Union government has cleared a Rs 887-crore proposal to build a marina at Mumbai Harbour, a move intended to support coastal shipping, maritime tourism and waterfront-based urban renewal in the country’s financial centre, the Ministry of Ports, Shipping and Waterways said.
Named the ‘Viksit Bharat Mumbai Marina’, the project is positioned as part of Prime Minister Narendra Modi’s broader push to expand tourism infrastructure and strengthen India’s maritime economy. The marina will be developed across nearly 12 hectares of water area and is designed to accommodate 424 yachts measuring up to 30 metres in length.
Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal said, “This approval of the ‘Viksit Bharat Mumbai Marina’ marks an important step in our efforts to strengthen coastal shipping and maritime tourism. Guided by the vision of Prime Minister Narendra Modi ji, the project will create world-class infrastructure, open the waterfront for public use, encourage private investment and generate new employment opportunities. It will help position Mumbai as a global maritime tourism hub while advancing India’s broader blue economy goals.”
The development will follow a hybrid model. The Mumbai Port Authority will invest about Rs 470 crore to construct the core marine infrastructure through an engineering, procurement and construction route. A private partner will develop the onshore components, with an estimated outlay of Rs 417 crore.
The ministry has approved the port authority’s investment, and tenders have already been issued. The bidding process is scheduled to close on December 29, 2025.
Emphasising employment generation, Sonowal added, “This project reflects PM Narendra Modi ji’s vision of positioning Mumbai as a global marina destination. The project will strengthen maritime tourism, attract private investment and create over 2,000 jobs across allied sectors.”
Marine works will include approach trestles, breakwaters, service platforms, pontoons and gangways. Onshore plans feature a marina terminal building, a Namo Bharat International Sailing School, a maritime tourism development centre, hotel and clubhouse facilities, skill development centres, and yacht repair and stacking facilities.
The marina aligns with national programmes such as Maritime India Vision 2030, Maritime Amrit Kaal Vision 2047, the Sagarmala Programme and the Cruise Bharat Mission, and is expected to improve public access to Mumbai’s waterfront while supporting job creation.
