The Maharashtra government has rolled out a sweeping infrastructure and urban development action plan aimed at transforming Mumbai into a “world-class city” with stronger connectivity, improved housing, enhanced public spaces and greater investment appeal. The policy framework underscores the growing understanding that resilient physical and social infrastructure is vital to sustaining economic momentum, climate preparedness and inclusive growth in India’s financial capital.
The strategy is being steered by Deputy Chief Minister and Urban Development Minister Devendra Fadnavis, with an emphasis on practical benefits for commuters, residents and businesses. Central to the blueprint is the acceleration of large-scale infrastructure projects — spanning transport corridors, coastal routes, housing redevelopment and urban renewal — alongside stricter execution timelines and improved accountability among civic and state agencies.
A major thrust area is mobility. Ongoing projects such as Mumbai’s coastal road network and elevated corridors are designed to ease congestion across the city’s vast urban landscape. These initiatives are expected to cut travel times, enhance regional connectivity and relieve pressure on overburdened transport arteries, benefiting daily commuters and logistics operations alike.
The action plan also prioritises urban greening and the creation of public spaces, with proposals for expansive parks and recreational infrastructure. Authorities have discussed integrating green corridors with existing and future transport systems to encourage pedestrian access while strengthening environmental sustainability.
Housing and redevelopment form another cornerstone of the roadmap. Efforts to fast-track the redevelopment of aging structures and slum clusters, expand affordable housing through the Maharashtra Housing and Area Development Authority (MHADA), and unlock stalled projects across the Mumbai Metropolitan Region aim to foster balanced and inclusive urbanisation.
Experts note that sustained investment, clear governance frameworks and private sector participation will be crucial to bridging longstanding gaps in housing, mobility and civic amenities.
