Safety Fears Grow Over Kurla-Halav Bridge Project After Mulund Metro Mishap

Construction of the Kurla-Halav Bridge has come under renewed scrutiny after a recent accident at an elevated metro site in Mulund heightened public concern about safety at infrastructure projects in densely populated neighbourhoods. The Mulund incident involved a parapet portion from an under-construction Metro Line 4 structure that collapsed onto LBS Road, leading to one death and injuries to several people. The episode has triggered fears that comparable risks may exist at other elevated worksites across the city.

Residents living along the Kurla-Halav Bridge alignment said they had raised safety and accessibility concerns even before the Mulund accident. They highlighted the narrow approach roads beneath the proposed bridge and warned that restricted space could hamper the movement of fire engines, ambulances, and other emergency services as construction progresses. According to them, work is continuing despite pending issues related to road width and clearance.

Community members stated that they had submitted several representations to civic authorities and elected representatives, urging a reassessment of the project’s design and execution plan. They claimed earlier assurances were given that certain rehabilitation and access improvements would precede major structural activity, but these commitments were not fully implemented. The situation, they said, has eroded trust between residents and project officials.

Locals also questioned whether obtaining statutory approvals adequately addresses ground-level realities in congested areas. Although permissions from fire and aviation authorities were secured, they argued that the impact on traffic circulation and emergency access has not been sufficiently considered. Reduced vertical and horizontal clearance under the elevated span remains a primary worry.

With concerns mounting, some residents have approached the High Court seeking interim relief. They have sought a temporary stay on construction and a fresh safety evaluation, including potential design revisions to ensure uninterrupted public movement and emergency response.

After the Mulund accident, authorities ordered safety audits across the Metro Line 4 corridor and initiated action against contractors and consultants involved. The incident has also prompted a broader review of safety standards at ongoing elevated infrastructure projects citywide.
