At the opening of the Budget Session, Maharashtra Governor Acharya Devvrat presented the government’s roadmap for long-term growth under the “Viksit Maharashtra” vision for 2047. Addressing a joint sitting of both Houses of the state legislature, he outlined plans to accelerate industrial expansion, draw major investments and create large-scale employment opportunities.
He stated that Maharashtra continues to be a leading destination for foreign direct investment, contributing more than 13.5% to India’s GDP. The state recorded the highest FDI inflow of Rs 1.64 lakh crore in 2024-25 and Rs 91,337 crore during the first half of 2025-26.
Referring to the World Economic Forum in Davos, the governor said Maharashtra signed MoUs worth nearly Rs 30 lakh crore with firms from 18 countries, with potential to generate around 40 lakh jobs. He added that new sector-focused policies covering industry, gems and jewellery, AVGC-XR, bamboo and global capability centres aim to attract Rs 70.5 lakh crore in investments and create about 50 lakh jobs between 2026 and 2030.
On infrastructure, Devvrat announced that 147 major road projects worth Rs 4,478 crore spanning 1,100 km have been approved. The Samruddhi Expressway will be extended to Vadhvan Port and eastern Vidarbha to strengthen industrial connectivity.
The governor said the state has improved ease of doing business by scrapping outdated regulations and decriminalising minor offences through the Maharashtra Jan Vishwas Act. In agriculture, measures such as free electricity, solar pumps under the PM KUSUM scheme and an AI-based agriculture policy are being implemented. Assistance exceeding Rs 15,576 crore has been provided to farmers affected by natural disasters.
He also highlighted initiatives in women’s empowerment under the UMED mission, skill development, healthcare including free organ transplants and a cancer care policy.
Devvrat noted that Maharashtra ranked first in the Export Preparedness Index 2024 and secured top honours at the National Water Awards. He expressed confidence that deliberations during the session would help steer the state towards sustained economic and social progress.
