High-Power Committee Clears Redevelopment Of Three Major MHADA Clusters In Mumbai

Maharashtra’s High Power Committee has approved the redevelopment of nearly 200 acres across three large housing clusters in Mumbai, paving the way for significant urban renewal projects in the city. The Maharashtra Housing and Area Development Authority (MHADA), which will implement the projects, is expected to soon begin the process of inviting bids from developers through a tendering process, officials said.

“The meeting where the three projects were approved was held last week, but the minutes are pending,” said Sanjeev Jaiswal, Vice President and Chief Executive Officer, MHADA. “Once the minutes are signed, further documentation and procedures will be initiated.”

Among the approved projects, the largest land parcel is located at Bandra Reclamation, covering around 98 acres. The redevelopment will involve the rehabilitation of 1,688 families currently residing on the site.

Another major cluster identified for redevelopment is at Sardar Vallabhbhai Patel Nagar in Andheri West. Spread across approximately 70 acres, the project will involve the redevelopment of 4,973 tenements. Meanwhile, a third cluster at Adarsh Nagar in Worli spans around 17 acres and includes 863 rehabilitation units.

In recent years, MHADA has increasingly adopted a construction-and-development agency model to redevelop large housing colonies. Using this approach, the authority has initiated redevelopment projects in several locations, including Motilal Nagar in Goregaon West, Abhyudaya Nagar in Kalachowkie, Guru Tegh Bahadur Nagar in Sion and Aram Nagar in Versova.

A key milestone was recently achieved in the redevelopment of Guru Tegh Bahadur Nagar, where a tripartite development agreement was signed between MHADA, the concerned cooperative housing societies and Rustomjee, the appointed developer.

For the Aram Nagar redevelopment project, MHADA has issued a provisional offer letter to Godrej Properties.

“The offer letter is a pre-cursor to initiating groundwork. A final letter awarding the redevelopment project will be issued sometime next week,” Jaiswal said.

In November 2025, the Maharashtra cabinet approved a policy to promote integrated and cluster redevelopment of MHADA colonies spanning 20 acres or more. Under this framework, developers are required to secure consent from each housing society involved in a project, rather than obtaining approval from individual property owners.

Officials said that Mumbai and its suburbs currently have 56 MHADA colonies measuring more than 20 acres, many of which could be redeveloped under this policy.
