Large-scale cluster redevelopment projects will play a vital role in expanding affordable housing in Mumbai, according to Sanjeev Jaiswal, Vice President and CEO of the Maharashtra Housing and Area Development Authority (MHADA). He said the agency is now focusing on redeveloping large housing layouts across the city, a strategy that could unlock between 800 and 1,000 acres of land for redevelopment.
In an interview with ETRealty, Jaiswal explained that the redevelopment landscape in Mumbai is gradually shifting away from isolated building projects toward integrated cluster-based redevelopment. This approach allows multiple structures within a neighbourhood to be redeveloped together, enabling more efficient land use and better urban planning.
According to Jaiswal, MHADA is prioritising such large redevelopment layouts as they can significantly increase the supply of affordable housing in the city. He noted that the cluster redevelopment model could result in MHADA receiving around 20,000 housing units over the next six to seven years.
Several major redevelopment projects are already underway or in the planning stage. These include redevelopment initiatives in areas such as Motilal Nagar, SVP Nagar, GTB Nagar, Kamathipura, Magathane and Mandvi. In addition, the authority is also implementing the large-scale BDD Chawl Redevelopment Project, considered one of the biggest housing redevelopment initiatives undertaken by MHADA.
Jaiswal further emphasised that policy reforms could help lower the cost of housing in the city. Measures such as rationalising premiums, development charges and taxes could potentially reduce affordable housing prices by nearly 25 percent, making homes more accessible for a wider section of the population.
The discussion also touched upon the progress of housing schemes under Pradhan Mantri Awas Yojana (PMAY) in Maharashtra, along with the proposed rental housing policy and the redevelopment of ageing cess buildings across the city.
Additionally, the interview highlighted MHADA’s financial performance and its upcoming redevelopment pipeline, which aims to address the growing demand for housing while improving urban infrastructure and living conditions in Mumbai.
