The City and Industrial Development Corporation (CIDCO) is moving ahead with plans to develop a large industrial township in Palghar, as part of the Maharashtra government’s broader vision to create a ‘Fourth Mumbai’ in the Palghar–Vadhavan–Boisar belt. The initiative aims to ease pressure on Mumbai’s core by fostering new employment hubs alongside residential development.
CIDCO has invited bids from developers and companies for the long-term lease of 126.6 acres of land in this emerging zone within the Mumbai Metropolitan Region (MMR). The proposed township is expected to be centred around the upcoming Vadhavan port, a major infrastructure project envisioned as a key trade and logistics gateway on India’s western coast.
The state government sees the Palghar–Vadhavan corridor evolving into a large urban-industrial cluster, comparable to the development of Navi Mumbai. Industry observers note that the plan reflects a coordinated approach, where job creation and housing supply are developed simultaneously to support sustainable growth.
“The Fourth Mumbai concept is essentially about decongesting the existing metropolitan core by creating a new, infrastructure-led growth centre. The planned Vadhavan port, a third airport for the Mumbai region, a bulltrain stop, and the Delhi-Mumbai Industrial Corridor (DMIC) are expected to significantly enhance connectivity and economic relevance, strengthening the region’s investment appeal. The Palghar-Boisar belt offers the scale required for such a transformation,” said Prashant Khandelwal, Joint Secretary, CREDAI MCHI and immediate past president of CREDAI MCHI Palghar Boisar.
Palghar has increasingly emerged as a potential growth frontier within MMR due to lower land costs, availability of large contiguous parcels, and ongoing infrastructure upgrades. The combined push for industrial and residential development highlights a planned effort to build a self-sustaining urban node.
CIDCO’s strategy of offering land through long-term leases also aligns with a broader trend of public agencies attracting institutional developers by ensuring clearer land titles and structured planning frameworks. The authority has outlined a formal bidding process while reserving the right to accept or reject proposals without providing reasons.
This integrated development could mark the early stages of a new urban cluster in northern MMR, advancing the state’s ambition to replicate Navi Mumbai’s success.
