CIDCO Decision Eases Property, Redevelopment Hurdles For 3,500 Societies In Navi Mumbai

In a major policy decision, the long-standing issue of regularising multi-residential buildings constructed on plots originally designated for bungalows and row houses in Navi Mumbai has been resolved, offering relief to thousands of residents.

The City and Industrial Development Corporation (CIDCO) board has approved a proposal that will benefit nearly 3,500 housing societies, addressing years of uncertainty over the legal status of such constructions. The move is expected to reduce fears of permit cancellations, simplify property transactions, and remove key obstacles to redevelopment in older housing clusters.

The issue dates back to the early development phase of Navi Mumbai, when plots were allotted strictly for individual bungalows and row houses. Over time, with rising housing demand and urban expansion, permissions were granted in certain areas for multi-residential developments. However, these permissions were later put on hold by the Urban Development Department, leaving many buildings in legal ambiguity and causing prolonged difficulties for residents.

With the latest approval, more than 1,500 bungalow and row house owners under the Panvel Municipal Corporation—covering areas such as New Panvel, Panvel city, Khanda Colony, and Kharghar—will benefit. In addition, around 2,000 row house owners in CIDCO-managed nodes between Vashi and Belapur, including Nerul, Juinagar, Koparkhairane, and Turbhe, are also set to gain from the decision.

Officials stated that the regularisation will strengthen property ownership rights and ease processes such as loan approvals, ownership transfers, and redevelopment approvals. MLA Prashant Thakur said the decision is not merely administrative but directly linked to the rights of thousands of families.

The proposal was finalised during CIDCO’s board meeting on March 12, and authorities expect it to unblock stalled cases and accelerate redevelopment activity across Navi Mumbai.
