Mumbai Metro Projects Pick Up Pace Under MMRDA’s Strict Supervision

June 20, 2025: As Mumbai’s metro network gears up for a major expansion, the Mumbai Metropolitan Region Development Authority (MMRDA) has implemented a stringent new manpower mobilisation policy to prevent delays and keep construction firmly on track.

Under the new policy, contractors failing to deploy adequate workforce will face steep penalties. A shortfall of 25 to 50% of the required manpower will incur a daily fine of Rs 1 lakh. If the shortfall exceeds 50%, the penalty doubles to Rs 2 lakh per day. Crucially, these penalties will be imposed without prior notice, and contractors who miss project deadlines will also face contractually defined fines.

This zero-tolerance approach comes at a critical juncture, with over 150 km of metro lines currently under construction across the Mumbai Metropolitan Region (MMR). Timely completion is key—not only to improve daily commuting but also to support the city’s broader economic goals.

Chief Minister Devendra Fadnavis framed the policy as a necessary step towards ensuring delivery with integrity. “We’re not just building metro lines—we’re building trust. This policy ensures execution matches intent. Mumbai must lead by example,” he stated.

Backing the move, Deputy Chief Minister and MMRDA Chairman Eknath Shinde said, “There is no room for compromise. We owe it to commuters to stay on track—both literally and figuratively.”

To ensure full compliance, MMRDA will conduct regular site audits and manpower reviews. General Consultants and metro engineers will monitor staff strength at each site.

Metropolitan Commissioner Dr Sanjay Mukherjee (IAS) highlighted its operational benefits: “Assigning dedicated team leaders has already shown results. This policy is the next logical step. We aim to open multiple corridors before year-end—not just faster, but smarter.”

For Mumbai’s millions of daily commuters, the message is clear: the future of urban mobility is no longer delayed—it’s approaching on schedule.
