Mulund Dumping Ground Land Sparks Clash Of Development Demands

September 16, 2025: The Mulund dumping ground, once Mumbai’s second-largest refuse yard, has become the centre of multiple development demands. While BJP and Shiv Sena (UBT) have sought recreational and healthcare facilities on the site, the Dharavi redevelopment body has now placed a third request, seeking 15 acres for its construction needs.

Navbharat Mega Developers Pvt Ltd (NMDPL), formerly Dharavi Redevelopment Project Pvt Ltd, has written to the Brihanmumbai Municipal Corporation (BMC) seeking land for a casting yard, precast plant, and ready-mix concrete (RMC) units. These facilities, the firm said, are essential for the timely completion of the Dharavi project. “Since DRP is a vital and critical project, it is important to get the allotment of 15 acres of land for 10 years on lease at Mulund dumping ground abutting the road for the successful completion of the project. This land is vacant and is critical for the success of project work at Salt Pan Lands allocated at Jamasp, Arthur & Jenkins. NMDPL requests early leasing of land temporarily for 10 years, so that construction works on precast plants can commence on a priority basis for the build-out of rehab components,” the letter stated.

Earlier this year, local BJP MLA Mihir Kotecha proposed a golf course on the same site. Chief Minister Devendra Fadnavis subsequently directed the BMC to conduct a feasibility study. Shiv Sena (UBT) leader Milind Narvekar has also written to the CM, reiterating his appeal for a cancer or eye hospital. “Around 42 acres of land is available in Mulund. In January this year, I made a request to set up a world-class cancer or eye hospital based on a PPP model… it is expected that a positive decision will be taken,” Narvekar wrote.

The Mulund dump, spread across 24 hectares, was shut down in 2018 and is undergoing scientific closure after decades of use.
