October 6, 2025: Work on the long-delayed rehabilitation housing project for families affected by various civic developments in Borivali and Dahisar is finally set to begin, after years of stagnation. Although work orders were issued in 2017, the foundation for one of the two planned 22-storey buildings has yet to be laid, leaving project-affected residents waiting for permanent housing and delaying several key infrastructure projects in the area.
The Mumbai Municipal Corporation (BMC) attributed the delay to “technical difficulties”, though specific details were not disclosed. The original plan involved constructing two residential towers on Road No. 3 in Satya Nagar, Borivali, under the R Central ward, to rehouse residents displaced by road widening, drain expansion, and other urban works.
The project was awarded to Dev Engineers. While one of the 22-storey buildings at Plot No. 571 in Borivali West has been completed and flats have been handed over to eligible beneficiaries, the second tower remains unbuilt. The delay has in turn held up other development projects in the vicinity.
Under the contract terms, the builder was required to commence work within six months of receiving the work order. However, pending approvals from the BMC’s Improvement Committee stalled the proposal for several years. With these technical and procedural hurdles now cleared, the committee has finally granted approval for the project to proceed.
According to the BMC’s property department, construction of the pending building will begin shortly. The contractor must obtain all necessary permits, arrange water, sewage, and electricity connections at their own expense, and ensure proper land demarcation through the District Inspector of Land Records. Additionally, 79 existing huts on the project site will be temporarily relocated at the contractor’s cost, with residents to be rehabilitated in the new building once construction is completed.
