October 07, 2025: The Maharashtra government has set up a high-powered committee (HPC) to oversee the massive redevelopment of Sardar Vallabhbhai Patel (SVP) Nagar Colony in Andheri West, which covers 4,973 flats across 498 plots. The committee, led by Aseem Gupta, Additional Chief Secretary (Housing), includes MHADA Vice President and CEO Sanjeev Jaiswal, an Additional Municipal Commissioner of the BMC, and other senior MHADA officials.
Officials said the land was originally allotted in 1993 under a World Bank-assisted project and currently comprises 98 cooperative housing societies. The layout includes 24 high-income group plots, 62 plots of 60 sq. m, and 245 plots of 100 sq. m. The state cabinet approved the project last month, paving the way for one of Mumbai’s largest urban renewal initiatives.
According to a Government Resolution (GR) issued on Monday, “The recommendations received from HPC should be submitted to the state government for approval, and appropriate decisions should be taken in this regard with the concurrence of the urban development department and with the approval of the state government. This HPC should review the work and progress of the redevelopment project once in four months.”
The GR also calls for a grievance redressal committee at the MHADA level to address concerns raised by residents and societies to ensure smooth execution. Emphasizing a cluster redevelopment approach, the government clarified that individual building redevelopment proposals will not be considered.
Since the redevelopment will be executed through a Construction and Development (CD) agency appointed via MHADA’s tender process, “there will be no need to obtain consent letters from the residents for the project,” the GR stated. The CD agency will handle rehabilitation, rent arrangements, corpus funds, and infrastructure development.
