November 04, 2025: Maharashtra’s ambitious plan to develop ‘Third Mumbai’, also known as Mumbai 3.0 or Karnala–Sai–Chirner (KSC) New Town, is moving forward as a transformative urban centre designed to complement both South Mumbai and Navi Mumbai. Spanning 324 square kilometres across Raigad and parts of Thane district, the new metropolis aims to become India’s next major economic hub.
Announced in 2013 and formalised in October 2024, the project envisions a global, future-ready city. Speaking at a CNN-News18 Townhall, Chief Minister Devendra Fadnavis said, “We are developing ‘Third Mumbai’—which will come up between the Atal Setu and the Navi Mumbai airport. This new Mumbai is a futuristic city. It includes an ‘Edu City’ where seven top-ranked global universities have already come in, and five more are on the way. Just today, I finalised talks with another leading university.”
What Third Mumbai Will Include
The city will feature Edu City, hosting up to 12 international universities serving over 100,000 students. Other planned zones include Medic City, Innovation City, and Knowledge and Cybersecurity Hubs focusing on AI and quantum computing. Dedicated districts will be developed for data centres, multinational corporations, and corporate offices, reinforcing its positioning as the new “business capital of India.”
Connectivity and Governance
Third Mumbai will be linked to the island city via the Coastal Road, Atal Setu (MTHL), and Worli–Sewri Link Road, supported by future metro and suburban rail extensions under MUTP 4.
The Mumbai Metropolitan Region Development Authority (MMRDA) will serve as the nodal body, while the New Town Development Authority (NTDA) will handle planning and land use. Emphasising public-private partnerships, the project aims to attract global investors through streamlined policies and infrastructure-led growth.
At various industry events, including IBLA 2024 and WEF 2025, Fadnavis underscored that Third Mumbai will drive Maharashtra toward becoming India’s first trillion-dollar state economy.
