Mumbai’s Infrastructure Story Has Just Begun, Says CM Fadnavis At GLS 2025

November 08, 2025: At the CNBC-TV18 Global Leadership Summit 2025 in Mumbai, Maharashtra, Chief Minister Devendra Fadnavis outlined an ambitious Rs 4 lakh crore infrastructure roadmap aimed at transforming urban connectivity and regional growth. “Infrastructure that you see now in Mumbai is just a trailer, the real picture is yet to arrive,” Fadnavis said, underscoring the state’s long-term vision to lead India’s infrastructure transformation.

The CM announced major projects, including a new tunnel linking Bandra, BKC, and the airport, alongside ongoing developments like the Bandra-Versova and Versova-Bhayandar links. He also revealed plans for a 24 km sea bridge connecting Bhayandar to Virar, declaring, “We are going to break our own record.”

Highlighting the state’s expansive approach, Fadnavis said that every district would be linked to the upcoming Vadhvan Port, envisioned as one of the world’s top 10 ports. He also cited key initiatives such as Mumbai’s third airport at Vadhvan, the high-speed bullet train project, and several mega ventures across the Mumbai Metropolitan Region. “Our next five years will see Maharashtra emerging as a leader in infrastructure. Projects like the Atul Setu sea bridge and the Bandra-BKC-Airport tunnel will redefine urban connectivity,” he added.

Acknowledging fiscal challenges, the CM noted that rising welfare spending has strained state finances. “If a project is clean and bankable, then there is no issue. Our investors know that Maharashtra has the capacity to repay,” he said.

These announcements follow cabinet approvals worth Rs 18,000 crore in welfare and infrastructure projects, even as Maharashtra’s fiscal deficit for FY25 nearly doubled to Rs 2 lakh crore, surpassing the 3% GSDP limit. Fadnavis also welcomed the Election Commission’s voter list revision drive, citing the need to curb duplication and account for migration.
