November 12, 2025: Mumbai’s coastline is set for another major infrastructure leap with the proposed Uttan-Virar Sea Link (UVSL) — a 55.12 km project that will seamlessly connect South Mumbai with the city’s northern peripheries, dramatically cutting travel time and easing congestion.
Originally planned as the Versova-Virar Sea Link, the project was transferred from MSRDC to MMRDA in October 2022 and later extended up to Vadhavan Port in Palghar, following approval from the Cabinet Infrastructure Committee chaired by Deputy Chief Minister Devendra Fadnavis.
Fadnavis said the total length includes a 24.35 km main sea bridge and approach roads of 9.32 km from Uttan, 2.5 km from Vasai, and 18.95 km from Virar. He noted that the extension to Vadhavan Port will “strengthen north-south connectivity and ease traffic pressure on the Western Express Highway, S.V. Road, and Link Road, which have long been operating beyond capacity.”
Divided into two phases — Uttan to Virar, and Virar to Palghar — the project aims to decongest narrow, overburdened arterial routes in Dahanu, Vasai, and Virar, where daily commuters face travel times of up to two hours. Once complete, the UVSL will offer signal-free travel from Virar to Marine Drive, while connecting with the Delhi-Mumbai Expressway and the Versova-Bhayandar-Dahisar Coastal Road.
Initially estimated at Rs 87,427 crore, the cost has been revised down by around Rs 30,000 crore after reducing lanes from eight to six, following the Mumbai Coastal Road design model. The project will be funded by the Maharashtra government (27.83%) and JICA (72.17%).
Part of the state’s “Mumbai in Minutes” initiative, the UVSL will boost economic activity, improve emergency response times, and open new residential and commercial corridors — especially in Vasai, Virar, Dahanu, and Palghar, where affordable housing demand is rising rapidly.
