The Navi Mumbai Municipal Corporation (NMMC) has emerged as Maharashtra’s leader in digital governance, claiming the first spot in the City E-Governance Index (CEGI) 2026 with a remarkable score of 9.11. Outperforming 28 other municipal corporations, including Pune Municipal Corporation, NMMC’s achievement underscores the transformative power of a “citizen-first” digital ecosystem.
“The focus has been on creating a functional digital infrastructure rather than just having a website,” said an NMMC official. Core elements driving this success include 24/7 digital accessibility, operational transparency, and user-first design. Essential services such as tax payments, certificate issuance, and application tracking are accessible via the My NMMS App, while the city’s website and social media platforms ensure ease of access and clarity for residents.
Tanmay Kanitkar, chairman of the Policy Research Organization (PRO), noted that the evaluation, conducted between November 1 and December 31, 2025, highlighted a move from traditional bureaucratic processes to online-first governance. “The digital approach helps residents access services anytime, reducing dependence on physical offices,” he said.
The NMMC’s backend infrastructure reinforces the digital model. Tools such as E-Office, ERP systems, AI-powered traffic management, and surveillance solutions enhance operational efficiency and support real-time, data-driven decision-making.
Experts suggest that other Maharashtra cities, including Brihanmumbai Municipal Corporation (BMC) and Pune Municipal Corporation, can replicate this model. Recommendations include minimizing physical footfall by promoting remote access, bridging structural gaps with integrated ERP systems, and investing in invisible backend technologies to streamline departmental workflows and reduce bureaucratic delays.
According to officials, “If residents can complete tasks online, they should not have to visit offices in person. That is the essence of modern e-governance.” Navi Mumbai’s approach provides a replicable blueprint for other civic bodies aiming to enhance efficiency, transparency, and citizen satisfaction across the state.
