Railways Unveil Rs 52,000 Crore Plan To Expand Mumbai Suburban Rail Network

Mumbai’s suburban railway system, the backbone of daily commuting in the city, is under immense pressure as passenger numbers continue to rise. Every weekday, nearly 93 lakh commuters travel on suburban trains, with ridership steadily approaching the one-crore mark. On January 5, 2026, the network recorded one of its busiest days, with Central Railway carrying 72.18 lakh passengers and Western Railway transporting 52.07 lakh commuters.

To address the growing demand, the Ministry of Railways has outlined a comprehensive expansion strategy under multiple phases of the Mumbai Urban Transport Project (MUTP). In a written reply to the Rajya Sabha, Railway Minister Ashwini Vaishnaw detailed investments totalling Rs 52,724 crore across three phases—MUTP-II, MUTP-III and the ongoing MUTP-IIIA.

Together, these projects include the development of new corridors, station upgrades, additional platforms, pit lines and stabling yards aimed at improving operational capacity across the suburban rail network.

A key part of the plan is the procurement of 238 new train rakes, each consisting of 12 coaches fitted with automatic doors, replacing older open-door designs. Approved under MUTP-III and MUTP-IIIA at an estimated cost of Rs 19,293 crore, the new fleet is expected to significantly increase passenger capacity. The procurement process has already begun.

The expansion programme also includes the addition and extension of 12 rail corridors. Major projects include the 26-km Borivali–Virar fifth and sixth lines, the 64-km Virar–Dahanu Road third and fourth lines, the 7-km Goregaon–Borivali Harbour Line extension, and the 29.6-km Panvel–Karjat suburban corridor. A 3.3-km elevated Airoli–Kalwa link will also connect the Harbour Line with the trans-harbour region, improving connectivity for commuters from Navi Mumbai.

Station infrastructure is being strengthened as well, with extra platforms planned at Jogeshwari, Dadar and Kalyan. Additional stabling facilities are also being developed at Virar, Dahanu Road and Mira Road to accommodate the new train fleet.

Railway authorities also reported improvements in safety. Consequential Train Accidents have declined significantly in recent years, while advanced safety systems such as Kavach are being deployed on major rail corridors.

During the financial year 2025–26, up to January, the Central Railway suburban network alone carried over 120 crore passengers, highlighting the continued reliance of Mumbai’s commuters on the city’s suburban rail system.
